Ship Shards in the conquest scavenger

Is that just luck? I got 4 total last time, I completed all sectors and only had them show up in the shop once.

Did you do normal or hard mode? I remember there's only 4 total in normal mode (I think in a sector 5 shop), so I'm assuming that's why
