Shoretrooper and tfp bugged?

So my Biggs isn't gaining tm from their attacks, but is gaining it from every other empire character anyone having this issue?

Biggs does not gain TM from ShT or TFP, I can confirm this as I run a team with all three and fight a lot of empire on my server. I wasn't going to complain though cuz I also fight a lot of Wiggs, and I've learned that I can attack Biggs with my TFP and ability block him and totally forego the opening triple punch, without him gaining bonus TM
