Why arent St Han, Lando, Capt Han, and honesty certain members of Phoenix squad tagged as smugglers?

I'm ok with it. But the scoundrels need another leader ability. Qira is the only new lead. Its pretty good but some variety would help. Literally every single BH has a lead and allows a lot of choices with them.
