Speed bonus on mods need to be reworked, or why Rey and Leia will become useless

This makes no sense at all - putting the same mods on a toon with higher base speed will always produce a higher speed toon. How would this possibly make them useless against slower toons with the same mods?

So what if the difference between them becomes proportionally less? Rey is still faster than Aayla and does a hell of a lot more damage balancing out against Aayla's extra HP.
