Speed bonus on mods need to be reworked, or why Rey and Leia will become useless

I will try to make my point by using a fairly simple example to illustrate why speeds mods should be reworked. Note in passing, I have only 2 resistance toons so I would not profit from this. Speed...

I understand Rey but who uses Leia. To be honest I have her on 7* gear 8 with full 2* mods and she hits so weak and wimpy. In arena not so usefull anyway to be honest. She only hehlps me out in GW.
