It's likely that one of the territories in a previous phase along the bottom wasn't completed, so they had to redo that territory. If in the last phase they get 1 star in each of the highlighted territories, they'll be doing the top 2 rightmost territories, but the 2nd-to-right bottom territory. They won't get a chance to attempt the bottom right one.
