Tenacity Down vs Tenacity Up

Raid ruled are & can be different so that's not actually true... and rancor is pretty easy regardless

What, you can't create conditionals specific to raids?

Because tenacity as a stat is almost worthless unless you go all in on it. Tenacity - potency = chance to resist Seriously? On top of that, the average tenacity level is about 30%. There are many toons with a lot more potency than that (b2, Baze, qgj, Dooku, etc). Tenacity up keeps the ranks from being flooded with debuffers.

Worst reason ever. There's no reason at all that justifies the fact that tenacity up shoudn't be 100%, it must be a 50% more or something chance to resist a debuff and also tenacity should be working as intended otherwise we have a set of mods and a stat that is worthless like it is right now

I agree. If tenacity wasn't so worthless then there wouldnt be such a need for tenacity up. However, the way the stat works now means the buff should stay as it is. Plus it's a buff so it can be dispelled

Fix the stat, then nerf the buff

Do you really want more RNG?

tenacity up could give a 100% bonus, for example a toon with 30% + 100% - 90% potency = 40% chance to resist. It would be enough to overcome the 100%
So the potency would make sense and even tenacity
