We were never "promised" anything. They said they expect most f2p to hit level 65. From various posts, it seems that most have. Some, like you, have probably fallen short. Those who spent crystals (which still counts as f2p, btw) have achieved 75+.
Those who spent crystals to get everyone to 4* to unlock Maul have achieved 70 for most characters (which is functionally very little different to 65) and have one character unnecessarily locked at 52 because they don't have enough of the Mk V Cresh Ability Modules. Which is really annoying. And that's not a tiny investment for a f2p player - it's over 2500 crystals per character.
The shortfall is 1300 Mk V Cresh Ability Modules, which would cost £28 or around 5400 crystals to obtain. I for one don't have that lying around as I try to build up enough to start getting 4* on the Era of Andor characters.
