Tested and confirmed over and over again. If you read the speed guide posted above you will see the one post we have from devs about speed mechanics. I set out the laws of speed in the guide, and have yet to see any situation where they have proved wrong. Unfortunately, the devs don't really provide much info on actual game mechanics.
