I believe it's based on total GP or at least total character GP.

Ah! I’ve always been recommended tier 4 for every GC event and have always thought that you can never pass a recommended tier due to the next tier (tier 5 in this case) being so da.mn difficult. Yep. I have trash FO and still got t6 recommended. I cleared t7 with my sith that are reliced and have for every gc so far.
I think it is based of gp. I get the same tier each time.- I didn't even realize the "recommended " was a thing.
