What is this guild transition limit

Question

What is this stupid setting? There is no where you can check your guild transactions to see how many you have, there is no timer countdown so i know when I can join a guild. We had a guild of 7 members we all tried to find a bigger guild and most of us are stuck in limbo now, does anyone know when the timer resets ?
