FOTP is far stronger. Almost the same chance of a target lock (once you factor in the multi-hit on his basic) and a lot more damage if you're hitting target locked enemies (because of all the turn meter gain).

Tarkin is far from underwhelming. Although his ultimate currently doesn't work as expected (it targets empty ship "spaces", though this might be WAI?), his passive offense bonus is wonderful.

Not possible when a Tarkin fleet attacks. The AI makes a lot of terrible choices right now, which is why on offense you can keep a taunt alive for a long time, but when attacked it can't hold up to Tarkin.
