If they were cheaper in fleet store, I may agree with you but if fleet store is your main source of zetas, then you cannot buy anything else in the store. The devs saw that mod challenges are the main source of mods (not the mod store) and made them guaranteed drops. I feel like the ships zeta mat challenge is supposed to be the main source of zeta mats just as the daily challenges were the main source of omegas and other mats before. I shouldn't have to forgo all ship shard collecting to keep up with the growing list of zeta abilities being added to the game.
