Why do Phoenix packs only give 25 shards?
Normally, a $20 pack gives you 80 shards and a $10 pack gives you 40 shards, so why do the $10 Phoenix packs only give 25 shards? Can a mod or dev please explain?

For the original poster...the simple reason is they have algorithms to calculate how many people need certain toons for events, how far away those toons are from 7 star on a bell curve, and then get you so close that just buying two or three packs will get you there. Sadly prices are too high for a phone app, so we move on. And just to be clear...it makes me want to quit this game!
