Jacen is correct. If you are a free to play player and observe the following:
"Hey, a nightsister team run by Mother Talzin seems pretty strong. I'd love to build that but have nearly nothing required ready. How long will it take for that effort to pay dividends?"
The answer could not possibly lead to you choosing to make Talzin a priority. Sure once you have the team to do the event you can tacitly farm Talzin, and make some progress, but nearly nobody with a grasp of the resource investment is going to choose to do it. If she can't influence your priorities because of how long it takes, then what purpose does she serve?
A lot of the value an MT nightsister team could provided will need her seven stars. Needed for raids, needed for the final phase of any ultimately introduced DS territory battle. Why invest in this, when the time it will take to be fully available is completely damning.
It would be one thing if they planned to make it easier/faster down the line and communicated that to us (as they once did by creating a deliberate release cadence) but that hasn't happened at all.
