Yes, you could technically skip two, but you'd have to make it up with boss feats, so for people that don't have Trench or whoever, it might be an issue. Or maybe someone can't do one of the sector feats.
So if you could do all those anyway, then buying the pass means you get to skip both the 20 and both the 40 feats. The two keycard cost can easily be eaten because you get more than 30 in wiggle room. So that's actually pretty huge, skipping all of the grindy globals.
