The amount of legendaries or reworks they have released since last fall,and the teams that are required around these players (both to obtain and to surround with), vastly outnumbers what most could have obtained in the time frame. If you say the best players get 3 a month, that's 10 since Darth Revan dropped, roughly.
Darth Revan Team requires, what, 3 on him, 2 on Malak, 1 on bsf, and 0-2 on hk47. To get both revan and Malak likely requires Carth's zeta, probably mission's zeta. So depending on your math, 6-10 right there.
Padme team of padme, anikan, Ashoka,gk,and barriss requires 2 on padme, one on anikan and Ashoka, gk, and it seems barriss zeta (or you can use someone else in slot 5 without a zeta, like CWC). Plus to get it most people think grevious unique is necessary. So that's 5-7 more. So you might already be over.

Math doesn't add up
The statement was "to keep up with the meta." You don't need all those zetas to keep up with the meta. It's ok that you have to choose between teams and can't have everything.
