- Probably 6x crit chance set with potency cross, crit chance triangle, and speed arrow. He's tanky enough and won't be focused so you probably don't need to stack prot on him.
- I got Palpatine at 6* max everything else. Been farming savage ever sense. I believe savage with all critical chance mods and a potency primary stat on the cross mod and a speed primary on arrow would be an awesome combo with palpy leading....being that savages basic inflicts offense down only on crits, and still needs potency after that. And since making that debuff land will heal 20% on top of his hpsteal. Factor in his already high hp and then the +32% from palpy lead and it's a big chunk of life regeneration each hit, quite possibly making him really annoying to kill.

That's why I wanted to work on him. I just forgot that his offense down is contingent on critical hits.- I would recommend fully upgraded tenacity mods with speed arrow, crit chance triangle, and either potency/tenacity cross. Try to get as many speed secondaries as possible.
