Palpatine Lead: Who to Zeta First

All the Zeta does is set the fractured character back when it wears off, thereby delaying their next turn. If they happened to have less than 50% TM when you fractured them then yes, the Zeta won't help. But in the opening moves in arena it can be quite beneficial if timed right.
