Executor Packs.

It's in my store and I've had it at 7* for ages.

Does the pack show if you go to Executor on your roster and search for blueprints?

Nope. I have a guildmate in the same situation as you though. Is there some criteria I'm missing about the packs only showing up if you already had executor when the event started? It seems like it would defeat the purpose of the packs because 2 events worth of refreshes can get to 7* without wasting crystals on packs, but it would explain the problem.

As far as I know you should be able to unlock it without even having all ships at 7*. 

You can play the first 3 stages and then buy the 40 missing shards with the packs, so there shouldn't be any requirement 

That's certainly what I thought. I'm just looking for something that would explain players like us not having the packs while players who have it 7* do.

Based on some more investigation, it looks like the pack is only available to people who had exec before today. No idea if that's intentional, but I definitely haven't seen it referenced anywhere which leads me to believe it isn't.

Seems to be true. I decided to get the remaining razor crest shards with crystals and unlock exec "manually", and still no packs in the shop. 

Can we get an update on this? Is the behavior intentional or....?
