It’s every mode. The enemy starts attacking before the shield generator deploys regardless of speed of the gungans. Tier 2 and Tier 3 were horrible experiences where JarJar was death marked and killed before I even took a turn. I didn’t experience what you’re describing on tier 4 with maul, but it’s definitely there with Nute in tier 5 and the droids ignore the generator killing the gungans through the shield.
