Wampa Datacron Territory War Broken?

Tying to deploy Wampa in Territory War solo on defence using the Power for Hire datacron, but I can't because you need fill all the slots with units? Is it meant to only be used on attack?

    The Wampa datacron is meant for use on offense, not defense. The notes at level 9 explain why:

Ah make sense to me now, thanks for clarifying :) never tried setting solo units so I wasn't sure.
