Custom worlds won't show up

I have a few custom worlds which were working on my previous PC, and I transferred them over, expecting them to play on the Legacy version, but they won't show up in the game.  

Otherwise my game is running well.  I had one crash, after I created a sim, but the sim did save.   I just wish I could get these custom worlds to show up.  

I don't know if it is related, but I looked and the file is missing a neighborhood.reia file.  My other neighborhoods have this file.
