Sim can’t make friends

Hi all,

just bought the new sims 2 on the EA app.

have got into playing it now and my sims can’t seem to make friends? So his job and wants are to make a friend, I can get the relationship bars both of them very high but the other sim never turns into a friend? 

very annoying as can’t get any promotion.
