Sims 2 Legacy Crashing at Start Screen Download Failed Content File Locked

Hello,

I was playing the game fine the past couple days then when I tried to get on just now, it wouldn't get past the start up screen. It would just pop up with the empty error box, and then crash.

I went online to try and solve it. I tried the -w thing, going into properties and setting it to Windows 7, a bunch of the common stuff.  Nothing was working for me. 

I decided then to uninstall it, so I could reinstall it, thinking that may work. I just right clicked "uninstalled" then clicked "install" once it was done.

Now, I cannot reinstall it, and it gets stopped saying "Download Failed - Content File Locked"

So I am kind of at my wits end and out of options. I am not a techy person so this has all been a bit confusing. 

This is on steam, if that helps, and I just really don't know.
