Sims/Kids/Pets disappearing when adding Subhoods?

It appears there may be another disappearing Sims bug in the game where if you add Subhoods and there are other Sims/Kids/Pets living in them, or if new Sims are born or adopted while you are playing in the subhood (so for instance Downtown), they have a chance of disappearing. I sadly haven’t encountered this bug, so I can’t give my own evidence for this yet, but I have heard of it happening in people’s saves, for instance using main hoods as sub hoods, or possibly custom ones other players have created and shared in the community.
