Update: I was able to edit in game using the EIG batch file on Mod the Sims. It's not perfect and it keeps saving taxi cabs to the global layer (so I can't delete them in CAW), but I'm glad I don't have to completely abandon this project. I'm still mystified why I can't access EIG through CAW though.
