Ok so here me out i see all these wonderful youtuber simmers who create their own movies/series i was wanting to know how you even start out, what kinds of camera positions are there and how would so...

There are lots of programs to record video, voice and then edit the videos and audio out there. Which one to use? Depends on your preferences and which one works better in your computer.
-Record the game: the game has its own recorder, but for better quality you will need to use an external program like Fraps, OBS, Camtasia...
-Record your voice: you need a microphone and set the game recording program so it records your voice also
-Edition: there are free programs you can use, but I don't know names. Google is your friend. Others like Vegas or Final Cut aren't free, and you need some time to learn to use them. Yes, paid ones are the best, but you don't need an advanced program to start.
About camera positions in game, you can save your own. Set the camera in the desired position and press Ctrl+5. Then move your camera, and press 5.
It works with 5, 6, 7 and 8. You could even use 9 but then you won't be able to use 9 key for moveobjects cheat.

Though I have asked before about how to make a video i am going to ask again, and some further questions. I want to be able to film videos i have seen so many people on youtube make sims pets videos and that is what i want to do, i have also seen people that like taken close up picture expressions of the pets and done it that way i dont want anything to drastic at first to start filming quick and easy way to do it. I have been told that windows movie maker is the best to start out with but I dont know exactly how to film the game or to peace together a video. I wold like to use moded stuff but don't know where to go for that either. IF I can get plenty of help id be furthermore grateful

To record the game, I recommend you to use an external program like OBS, Camtasia, Fraps,... There are a lot of possible programs available. You will find a tutorial on how to use them in each program's website.
About how to peace together a video, you need to open the videos you have recorded with Movie maker, then cut them and join them with the program. It's easy, you will see once you have it opened.
And finally, about where to find mods. ModTheSims is the biggest mods website. Use google to find it, and then go to their "Downloads" section. They provide tutorials if you don't know how to install mods 😉
