DivinylsFan Some uniforms are in fact glitched, and sometimes one gets assigned improperly. There's really nothing to be done other than changing the uniform or waiting until the sim gets promoted.
As for a list of skills a child can learn, I found the wiki skill page to be reasonably good:

The only issue I see is that it doesn't point out that some skills are hidden in children. But you probably know what those are already (e.g. Athletic, Handiness). If this list doesn't work for you, what about it is an issue?
