raeynbow I believe your sims can enroll in University as many times as you want, or at least until they've finished all the degrees. So yes, it should be normal that they still have the option. If their degrees show as completed and they're getting the career and pay bump, there's nothing else to finish and no reason they should be pushed back for another term.
I think you can set the GPA with DebugEnabler though, if it bothers you. Click the sim in question and select DE > Options: Smartphone > Academic Degrees, and choose what you want. I haven't tested this myself though, so I am not completely sure this is what it does. (I know the option is somewhere because I've seen other people post about it.)
I can't download your files because they're set to Restricted. Please change permissions so that "anyone with the link" can download them. I do appreciate having a partly-broken save to poke at though.
