My sims are having to buy entry into the business they work at

This is my first time playing a sim that does not live on the small business venue they work at. I traveled to the venue where the business is and where the owner lives, to find out that I still have to have my sims buy entry into the business to start working. This doesn't make sense to me and I'm wondering if this can be fixed.

gameplay issue

    upon playing further, it also seems that the customers can't enter the business for some reason. They all react as if something is blocking their path.
