Magnolia Park doesn't have any angelfish spawners. Go to the Willow Creek commercial district and to the little peninsula south of the library lot. That one usually has fish in it.
Also, you need to use frogs as bait.

I had to go to the museum lot in willow creek. I was sitting there fishing for a HOUR at the park…nothing. THE FIRST CATCH AT THR MUSEUM I caught an Angel fish. Also use bass or frogs as bait but you don’t NEED it
This may be a spoiler but
One of the fishing signs has sparkles around it. I caught an angelfish almost immediately at that one (with I think parsley as bait).

At least one or two of the tasks haven't checked off until I traveled to another lot- it's possible that that happened with the angelfish, I don't remember which tasks it was.
