Interesting question. I have a feeling that home chef hustle and crystal creations are somewhat smaller than paranormal in depth, but that's a feeling, not something you can measure. Paranormal stuff offered a new lot type with a unique gameplay, a new skill and career plus 3 NPC. Home chef hustle offers 3 appliances and a foodstall. So I'd say it feels smaller. OK, I am comparing it to the most elaborate of all stuff packs, but still I think we reached a maximum with paranormal.
The real question is 'does filesize directly relate to the size of a pack?' I mean a pack with a lot of gameplay (a lot of work for coding) can have more impact than a pack with a lot stuff (textures and 3D models) but might not require the same amount of MB. I mostly look at the features of a pack and what they mean for my personal playstyle. The file size of a DLC only matters for space on my hard drive.
