Yes! I totally agree. I want better Halloween costumes for kids and toddlers and also the ability to go trick or treating.
I have seasons and you cannot send your kids trick or treating, the tradition just sends other people to your house to trick or treat and the ask for treat option during spooky day parties doesn't actually put a treat in your sims inventory.
The game gets so close to giving me options for a proper Halloween without actually giving me one.
