Why were there so many repeated assets in Royalty and Legacy?

I'm very disappointed to see how many repeated assets were in the new EP. It's not the standard that I'd expect from that price point. It feels a little conceited to think that the community wouldn't notice. I'm interested in understanding why this approach was taken for an EP and also, if there are any I've missed from my marked up screen grabs.
