Making new animations for another sized frame would be too expensive for a decade old game. There is also the fact that making new CAS assets for another frame would just add more cost. So, there would literally be ZERO benefit.
You can already do that with your imagination through gameplay mechanics anyway. On a normal lifespan, the child stage is 13 days. You can dress them very childish and limit the skills in such a way to "simulate" age 5 to 9. After about 7 sim days, you can go into CAS and dress them more pre-teen like and extend the gameplay to simulate age 10 to 12. You can do the same in the teen lifestage, but since that lasts 21 days, you can go into CAS twice for the age transformation through clothing and each sim week extend the gameplay you allow to simulate getting older. That is what I have always done since 2016. I did have to realistic my gameplay to allow for the extra 7 sim days added after High School Years ep.
Also Most Simmers don't want to use their imagination, Everyone wants to be represented in the game, this game wants to represent and include everyone I saw a Simmer Preteen in this very forum who didn't feel like they were represented in the game that's why InZoi added a preteen Lifestage and Paralives will as well. Yet the Sims who claims inclusion and being represented is looking over a lifestage that simmers wants to be included in the game.

Briana2526, A "simulation" game is where people use the imagination. Btw, I view the "representation argument" to be a an empty and worthless point. Bringing that up just makes gives me a very negative impression because it is not a viable point. As a conservative white woman, I simulate what I want my sim worlds to be. That can mean deleting some townies and ignoring certain bloatware that doesn't fit my imaginary stories.

What does simmers wanting Preteens being represented and included in the game with you being a conservative, how does that correlate?

Preteens can be represented in the simulation game via gameplay. It is an easy thing to accomplish. I even stated examples as to how. Players just need to pay attention to the lifespan. With the except of aging off, it is easy to accomplish. Unless they make a new pack dedicated to a new lifestage, it isn't cost effective for a decade old game.
The two younger lifestages added are still extremely glitchy, but they had packs dedicated to them (toddler stuff and growing together). The extended lifespan on teens was done to fit gameplay features in high school years. The team had to add 5 extra days to the YA lifespan to accommodate the younger lifestages. People wanting another lifestage may need to suggest significant gameplay features for a pack to get made which would warrant another added lifestage. So far I haven't seen any suggestions that would fit a new pack to make it worth the time and money.
