Just pull down the filters menu and open up "Content".
If you check "Purchased" and all the packs and not "Custom Content", then it will not show CC but show everything else.

I thought that maybe a change had been made after reading your post since I have never been able to get just the game items alone. I always got my cc no matter how I set the filters. I just did some testing and found that I can get everything doing it the way you mentioned except the base game stuff. So there's been no change that I can see.
I can get all the pack items just fine with no cc showing. Just not the base game stuff. Not surprising really since most cc makers use base game items as the base for their cc. When I used the purchased filter with the base game filter, I get nothing at all if I have all the other pack filters off. The base game items don't appear to be included in that filter. Are you seeing something different? In your pic, all I see are pack items.

I took a good look at it and the whole system is completely messed up.
You check Get to Work and you only see Get to Work. You check CC and you only see CC.
You check base game... and you see CC AND base game?
You check purchased and you see everything but CC and base game?
You check purchased and base game and you see NOTHING?
Yea, you're right. The whole system is screwed up.
