I have the options of paying bills, but when the sims go to pay it goes through the motion and then the money doesn't disappear. I have tried leaving the lot and going on vacation to pay the bills. Adding a new sim to the house wouldn't pay allow the bills to be paid either. I do not have any mods or CC.

There have been a couple of issues with paying bills lately with a Residential lot and also with Residential Rental lots. So can you tell us what type of lot you are playing? That would help narrow it down.
There's a few things you can try. I'd check on another household to see if they can pay bills. I'd also try moving them out of their lot and to a different lot temporarily to see if that makes a difference.
If nothing works then pop back and let us know what type of lot you are playing.
