Bucket list goal cannot be accomplished/woohoo bush in basegame

Steps: How can we find the bug ourselves? Writing a random bucket list goal ends up with "woohoo in a bush", no woohoo bush available. The only pee/woohoo bush in base game is in debug and non-functional. My sims cannot interact but in build mode you can see "bladder 10" and "energy 3"
What happens when the bug occurs? The bucket list goal cannot be completed.
What do you expect to see? A functional woohoo bush in base game or NOT being able to write this bucket list goal.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

As mentioned above, writing a random bucket list goal gives me a goal I cannot accomplish. I can even choose it from the list of perfect goals. When looking through debug, there's a "convenient bush" that should allow me to accomplish the goal. But my sims cannot interact with the bush in any way.
