I'm back!
I dug a copy of my save off my NAS, renamed it so I wouldn't overwrite the "real" save, and pulled all mods. (My NAS has extensive history, so I was able to pull a save from the end of the previous rotation, so this was all from start to finish mod-free.)
Here is the sequence of events:
- Register business from home in San Myshuno apartment
- Buy a lot (in Nordhaven)
- Have lot not show up as an option as a place for running a business (1 of 1 lots, the 1 lot is the San Myshuno apartment)
- Go home, hire roommates
- Roomates all show up, hooray! but the lot is still not an option
- Travel to lot (with some roommates), place a laptop, and buy it a second time. As near as I can tell, no money was taken out. This time we got a popup of "Small business assigned to the new lot." Hooray!
- Small business panel now shows 2 possible lots. Let's not run a nightclub from an apartment. Our neighbors would hate us!
- BUT now the employee panel says we have no employees, even though our roommates do show that they work for our small business.
There's currently a few issues with employees.

- Business Panel Doesn't Show Owned Businesses | EA Forums - 4956046 .. I think that is a symptom and probably has multiple causes. Dates back to For Rent
- [BH] Lot not recognized for small business | EA Forums - 11967900
Still can't find the LE you posted but I know that was in some thread too. Don't have time to test your save this week.

I’m not sure any of those are precisely my issue, but I’ll keep looking.
Honestly, I suspect the pack was tested with “household of one Sim opens a small business at home then moves it later” because, to be honest, that’s precisely how I would test it if I were them! Living in San Myshuno and buying a new building and immediately hiring the entire household is… Landgraab behavior. 😉
