Can’t pay bills

My sims will go through the action on phone, mailbox, pc, clicking on bills in inventory and nothing works. Now my water and power is shut off.

debugging the mailbox didn’t work. Changing households didn’t work. Going to another lot didn’t work. Really frustrating that I can’t play the game because of this
