Can’t pay the bills

I’m having a problem paying the bills for my household. I’ve tried using the phone, computer, mailbox and the physical mail but nothing happens when I click the ‘pay bill’ option. I opened up the bill info and the total estimate is -$3678 but the my bill amount is +$23. My water and power and now out and I’m not sure what to do.
