Can I turn off power and water so my bills don't increase?

I don't have Eco-Lifestyle. Therefore there is no way my sims can produce green energy. I don't like that my power now affects my bills too as I had a sim living in an apartent and I like that apartments always cost the same no matter the objects in it. Now my power is affecting it a lot and my bills won't stop increasing. I want to stop it from doing that, I didn't get Eco-Lifestyle for a reason and I just want to know if there is a way that my apartment rate stays the same without power affecting it because my broke sims can't afford bills now. I deacitvated the option which makes objects have an effect on this but my bills keep increasing even tho they are turned off. Is there a cheat or setting I can put in so that my rent stays the same?
