Cant ask to be romantic partner

I'm on console so I have no mods 

Asking to be romantic partners is nowhere. 

My sim has full friendship and romantic bars. The sim she is interested in is interested in women romantically and whoohoo with men and women. 

Despite this, the option is simply not there. I am looking in the romantic menu vs the romantic tab where it used to be. 

As I'm trying to find a workaround, I also want ask this sim to move in with me either, I've gone through every social in the friendly category and it isn't there.
