Can't fish because 'water is frozen'

Hi! I want my Sim to fish and complete the fish collection. The whole winter he couldn't fish, because the water was frozen. Now it's spring and the snow has disappeard and it's not cold anymore, but I still can't make my Sim fish, because it still says that the water is frozen. This bug only occurs in Brindleton Bay, which is precisely the world I want my Sim to live in. It's not any of my mods, because I have tested it without them and I still couldn't fish. How can I fix this?
