There is an issue with downloading "residential rental" properties from the gallery and placing them onto a lot. I have attempted to purchase a "residential rental" property to attempt to be able to place a downloaded property and the gallery option is "grayed" out stating, loosely, that is unavailable for "special venues". There must be a bug because this was not an issue before.
Did you change the lot type to residential rental first ? They are a bit different then other lot types so you can't switch while placing. You need to switch beforehand.
I don't have the option to change the lot to residential rental without the active sim purchasing the lot as a residential rental. After my sim bought the lot, I had the option to change to residential rental. Unfortunately, I was still unable to place a residential rental onto the lot. Next, I sold the property thinking that I would be able to place something onto the lot without actively playing. That didn't work. So now I am just stuck with an empty residential rental lot. 🙃
Do you generally just have issues with this particular lot or any ? You shouldn't need to buy the lot to change the type but I'm unsure if a Sim can leave there.
