Can't woohoo

Sul sul! 

My sims can't woohoo. At all. It goes as follows: 

• 1. Two sims want to woohoo (I've tried with both sims being in my family and 1 in my family and 1 not) 
• 2. Click woohoo option (or try for baby)
• 3. Action starts going through, sims then act all excited, like they're going to go woohoo 
• 4. Action cancels and sims reset/glitch/flap their arms up and no woohooing happens 

So I've tried this many times, with different sims, and the same thing happens every time. I don't have any mods or CC, my game is fully updated, and I have every single pack (except like 2 kits), playing on a gaming PC laptop. 

HELP!
