cheat bar not opening

Please help, whenever i press ctrl + shift + c, the cheats bar doesn't come up. I'm pressing it correctly, i don't have anything running in the background, i've completely reset my settings twice and i'm not on window screen. I don't have any mods or cc 

I'm on a desktop PC on windows 11
