"Watch TV without a Stuffed Animal Nearby" won't complete nor will the "Watch TV without a Stuffed Animal Nearby".
I've had my child sim sit by that box playing with a toy for hours, it doesn't complete, same with watching TV. There are no stuffed animals on the lot other than toys in the toybox.
This is very frustrating, obviously.
I see that I wrote the same task twice, but the other one should be Playing with Toybox without stuffed animal nearby
You do need a stuffed animal on the lot, just not nearby. The tasks is confusing but the tool tip says there has to be one, just not near. Just place it outside.
