I had the same issue. I tried several times having an adult take a toy out of the box and give it to a toddler, but it didn't work. Tried again yesterday playing a family who has a child, put the stuffed animal in the other room, and it finally worked. Now, it won't bring up any more quests to unlock the last 3 items, and the challenge says completed. I just logged in to try again, no quests. When I open the panel thing for the challenge and click quests, it says completed. I really love the idea of these events, but this one feels like it's just been slapped together last minute. Traveling to Sylvan glade to take a photo and play, go home, play, then go right back to Sylvan to play more and take a photo. Tedious with the loading time of traveling. I'm on PS4, so there's no CC getting in the way.
You can't get enough points to unlock the last few items unless you have the expansions needed to complete the optional quests.
